Unfortunately at this time the sales tax has to apply to all or none of your items. There are a few workarounds though:
You can turn off our shopping cart and then use the services of a credit card processor to create your own custom buttons which you can input on your site.
You can include taxes with your items which carry tax.
You can offer a manual rebate for taxes paid after the order has gone through.
